Comparative Study on Water saving Irrigation Subsidy Policies of Major Agricultural Countries Worldwide

US policy framework
The US Department of Agriculture provides cost sharing assistance for farmers to adopt water-saving irrigation technologies through the EQIP (Environmental Quality Incentive Program), with subsidies up to 75%. Each state also has targeted subsidy programs, such as California's SWEEP (State Water Efficiency Enhancement Program). 

EU Common Agricultural Policy
The EU's Common Agricultural Policy for 2023-2027 includes water-saving irrigation in the payment scope of ecological plans. Member countries such as Spain and Italy have established national irrigation modernization funds to support the upgrading and transformation of traditional irrigation systems. 

China's policy orientation
The "14th Five Year Plan" for building a water-saving society in China clearly requires that the area of efficient water-saving irrigation reach 600 million mu by 2025. The central government provides subsidies for the purchase of agricultural machinery to cover some water-saving irrigation equipment, with subsidy ratios ranging from 30% to 50%. Various regions have also introduced water rights trading systems, and indicators generated by water conservation can be traded in the market.
